Ethics Committee

 

This is FCIAA's fact-finding body, tasked with investigating grievances against members and Executive Board members of the Association, and to make recommendations for sanctions as authorized in Article IV, Section 6. Naheel Baker, Committee Chair

Fort Lauderdale Police Dept.

Naheel Baker is a Senior Management Analyst with the City of Fort Lauderdale Police Department, where she focuses on strategic analysis and performance management. She previously led the Fort Lauderdale Police Department's Crime Analysis Unit and has over 15 years of analytical experience--largely dedicated to crime analysis and criminal intelligence. Naheel has her state law enforcement analyst certification from FDLE and holds a Bachelor of Arts degree in Psychology and Secondary Education. In the near future, she will be pursuing a Master;s Degree in Information Technology with concentration in Artificial Intelligence.

Stacy-Ann Sands-Madden, Committee Member

Leon County S.O. / NFFX

Stacy-Ann is a Domestic Security Intelligence Analyst with the North Florida Fusion eXchange; however, she is primarily housed in the Leon County Sheriff's Office Criminal Intelligence & Analysis Unit. She is responsible for information sharing throughout the 13-county region. Stacy-Ann serves on the Certification Committee and helps coordinate all aspects of the program, including individual courses. She briefly served as the interim Treasurer, and also serves as a member of the Ethics Committee.

Stacy-Ann was born in Jamaica but grew up in South Florida. Prior to working with NFFX and LCSO, Stacy-Ann worked with several Florida state agencies, including the Florida Lottery where she met her husband.

Membership Committee

 

This committee assists the Vice President of Membership in the performance of his/her duties and responsibilities. April Lee, Committee Chair

Fort Pierce Police Dept.

April Lee is the Lead Analyst with the Fort Pierce, Florida Police Department, where she has served for over 20 years—over half that time being in an analytical capacity. April holds an Associate’s Degree from Indian River State College and is a Florida state certified analyst. April has been a member of FCIAA since 2006! She served on the Training & Conference Committee for two years before deciding she wanted to run for a position of the Executive Board. April left the Training & Conference Committee to accept her new position as Vice President of Membership and head-up her very own Membership Committee.

Training & Conference Committee

 

This committee is tasked with one of the most crucial functions of FCIAA -- to continually raise professional development standards by providing outstanding training sessions to benefit the Association's members. Additionally, this committee is the primary body responsible for planning and organizing the annual conference. Donna Sita, Committee Chair

Osceola County S.O.

Donna is the Crime Analyst Supervisor for the Osceola County, Florida Sheriff’s Office. Donna holds a Master's degree in Criminal Justice from the University of Central Florida, as well as two graduate certificates—one in Crime Analysis and the other in Police Leadership. Her Bachelor's degree was in Criminology (with minors in Psychology and Sociology) from Florida State University. She is a Florida state certified analyst. After Donna volunteered on the FCIAA Training & Conference Committee, she decided she loved being involved with the planning of the conference and decided to run for Vice President of Training. Needless to say, she was elected, and now heads-up the Association’s team of conference planning extraordinaires.

Erica McKinnon, Committee Member

St. Cloud Police Dept.

Erica currently works as a crime analyst for the St. Cloud, Florida Police Department. She has been part of FCIAA for nearly a decade. During her tenure with the Association, Erica has served on the Training & Conference Committee since 2016. Not long after she began working with the Committee, she ran and was subsequently elected Vice President of Training (VPT) by FCIAA membership. In that capacity, Erica was the key person responsible for the planning and operation of the annual conference, as well as various quarterly trainings held throughout the state. After her tenure as VPT came to an end, Erica volunteered again, and was appointed as the Store Manager of FCIAA’s web shoppe.

Chris Longino, Committee Member

Nat'l Insurance Crime Bureau

Chris Longino is a Senior Field Information Analyst for the National Insurance Crime Bureau.  He has worked for the NICB since 2007.  In his role with NICB, Chris works with law enforcement and insurance carriers’ special investigation units to develop intelligence and build cases against organized rings and criminal enterprises that perpetrate insurance fraud. Chris has a Master’s Degree in Criminology from the University of South Florida.  Additionally, he is a Certified Fraud Examiner, a Certified Insurance Fraud Analyst, and a Certified Continuing Education Instructor through the Florida Department of Financial Services.

Communications Committee

 

This committee's main function is to assist the FCIAA Secretary with his/her duties. Typical duties include management of the Association's social media platforms, generating advertisements to promote the association, and ensuring members and prospective members stay up-to-date on Association-related matters. Kelly Morrow, Committee Chair

Orange County S.O.

Kelly Morrow is an Intelligence Analyst Assistant Squad Leader (ASL) at the Orange County Sheriff’s Office. She has a Bachelor of Arts degree in Criminology from the University of Florida and a Master of Science degree from the University of Central Florida. She received her state law enforcement analyst certification from FDLE in 2012. Kelly currently serves as the Secretary for FCIAA.

 

Stephanie Francois, Committee Member

Orange Co. Pub. Schools District PD

Stephanie I. Francois is a Manager-Information Analysis at the Orange County Public Schools District Police Department (OCPS DP). She earned both her Bachelor of Science degree and her Master of Science degree in Criminal Justice from the University of Central Florida, with certifications in Criminal Profiling, Police Leadership, and Crime Analysis. Prior to her role with OCPS DP, she was a full-time intern with the Orange County Sheriff's Office for two years, where her job duties included crime analysis work (specifically in countywide robbery cases).

Tania Aouad, Committee Member

Pineallas Park PD

Tania Aouad is the sole Crime and Intelligence Analyst for the Pinellas Park Police Department for the past three years. She received her FL state Law Enforcement Analyst Certification from FDLE in 2022, has an IALEIA Basic Analyst Classification since 2019 (hopes to attain more certifications in the future), and is a current member of FCIAA, IACA and IALEIA Tania holds a Master of Science degree from Florida State University in Law Enforcement Intelligence and a Bachelor degree in Sociology with a concentration in Criminology from Le Moyne College, NY. Tania’s prior jobs consisted of a Criminal Justice Information System Analysts II for FDLE- HQ for three years, a Complicated Account Specialist and Dispatcher for 6 years for a Private Alarm Company, and a NY Assembly District Office Assistant and Constituent Issue Resolution Coordinator for 2 years.

Certification Committee

 

This committee is tasked with developing and implementing the curricula for FCIAA's Crime Pattern Analysis Certification Program, to include the Fundamentalist, Specialist, and Professional courses. This committee is further responsible for maintaining training and certification records for both members and non-members who have taken one or more courses, are working toward Crime Pattern Analysis Professional (CPAP) Certification, and/or those who have already become certified. Tommy Smith, Committee Chair

Leon County S.O.

Tommy is the Supervisory Crime Analyst with the Leon County, Florida Sheriff’s Office, where he has served since January 2018. Prior to working with LCSO, Tommy worked as a crime analyst with the Tallahassee, Florida Police Department. In total, Tommy has been working in law enforcement in some capacity since 2007. He holds a Master’s Degree in Homeland Security and a Bachelor’s Degree in Criminal Justice, both from American Military University. He is currently working on his PhD in Criminal Justice at Liberty University. Tommy is the FCIAA Director of Technology & Curriculum Development, overseeing all technological initiatives and specialized training curriculum of the Association. His certifications include law enforcement analysis (FDLE Analyst Academy) and Geographic Profiling Analysis. His expertise lies in geographic pattern analysis/GIS and he is the chair of the Certification Committee.

Amber Hoffman, Committee Member

Southeastern University

Amber Hoffman is a professor for Southeastern University. Prior, she was the Analyst Unit Manager for the Manatee County Sheriff’s Office. She holds certifications in law enforcement analysis from the International Association of Crime Analysts (IACA) and the Florida Department of Law Enforcement (FDLE). She has been in the crime analysis field for over 15 years and her experience includes being the sole Crime Analyst for the Suffolk Police Department in Suffolk, VA, a Criminal Intelligence Analyst for the Hillsborough County Sheriff’s Office, and now the unit manager at MSO. She holds a Bachelor's of Art in Criminal Justice and Psychology and a Master's of Science in Criminal Justice from St. Leo University. Mrs. Hoffman is also an adjunct instructor for Hillsborough Community College where she teaches Introduction to Criminal Justice, Introduction to Crime and Intelligence Analysis, Advanced Crime Analysis, and Juvenile Delinquency. She also maintains professional memberships with the International Association of Crime Analysts (IACA) and the Florida Intelligence Unit (FIU).

Stacy-Ann is a Domestic Security Intelligence Analyst with the North Florida Fusion eXchange; however, she is primarily housed in the Leon County Sheriff's Office Criminal Intelligence & Analysis Unit. Technology Committee

 

This committee is tasked with maintaining the website and all technological assets and functions of the Association. This includes updating and maintenance of the ShareServ listservice, mobile application for conference/training events, etc. Additional duties may include building and maintaining dashboards and visuals for a variety of information, including but not limited to membership stats and committee/event income and expenses.
