About Us
How It Started
The Florida Crime and Intelligence Analyst Association was founded in May of 1995 as a professional association. It began in a training class taught by Steve Gottlieb in Vero Beach, Florida. A simple question was asked: “Who in this room believes that it is not only possible, but prudent, that analysts, no matter what discipline should organize in this state?” A signup sheet was passed around the room, and the organization was born.
The vision of the founding members was to develop a network in which vital information about emerging crime trends, critical intelligence information, and educational and training issues could be shared. The other part of the vision was to create a process by which those involved in this career field would be clearly recognized as professionals. Certification is that process. Through a state sanctioned certification process, standards would be developed in areas of skill, knowledge, abilities, education, and training.

Rhea-Lyn Gerstenkorn is an accomplished analyst with approximately 17 years of analytical experience. She is a long-standing member of FCIAA having served on the FCIAA board since 2016, starting as the Vice President of Membership, and moving into the role of President in 2019. Rhea is a Senior Criminal Intelligence Analyst with the Palm Beach County Sheriff’s Office. Her current assignment is in the Department of Corrections within the Palm Beach County Sheriff’s Office. Rhea earned her bachelor’s degree in Social Sciences from Florida Atlantic University. She attended FDLE’s Analyst Academy in 2007, graduating in December of that year with Class 9.
When not working or seeing to FCIAA business, Rhea can be found hanging out with her boyfriend watching silly cartoons, working on their home, or dreaming up their next adventure. Rhea can also be found spoiling their three Boston Terriers rotten…’cause they’re just the best!

My name is April Lee and I have served as an analyst with the Fort Pierce Police Department for 13 years of my 20 years of service to the agency. For the past seven (7) years, I have been honored to serve as the Lead Analyst -- the supervisor. Like most of you, my schedule can sometimes become frantic. Being the mother of two (2) children -- a 21 year-old college student and a 12 year-old -- has been one of the joys in my life. I have an Associate of Arts degree and am currently seeking my Bachelor's degree. In 2008, I attended the Florida Law Enforcement Analyst Academy and since then, have taken numerous other analytical/specialized courses. Since becoming an analyst, I have helped develop and improve my department's analytical configurations and expanded the crime analysis positions from one (1) analyst to three (3).
I am proud to say that I have been a member of FCIAA since 2006, and for the past two (2) years, I have participated in the FCIAA Conference and Training Committee. Over the years, I have been humbled to be a part of the organization's growth and evolution. One of the most important aspects of our expansion has been our participation and dedication. As we move forward into the upcoming years, I would like to continue our advancements, increase our networking capabilities, provide more opportunities to increase our technical efficiency, and enhance our collective skills and knowledge in the analytical field. I am honored to have been chosen as your Vice President of Membership, and will work hard to continue the legacy and progression made by our former leaders and members. Donna Sita is the current Crime Analyst Supervisor for the Osceola County Sheriff’s Office and has over 10 years’ experience as a law enforcement analyst. Donna obtained a Master’s of Science degree from the University of Central Florida in Criminal Justice, along with two Master’s Certifications in Crime Analysis and Police Leadership. She earned a Bachelor’s of Science degree from the Florida State University with a major in Criminology and minors in Psychology and Sociology. Donna has completed over 400 hours of basic Crime Analysis and Leadership training to include, but not limited to, attending the FDLE Analyst Academy and Valencia College’s Public Safety Leadership Development Certification.
Donna has been a member of FCIAA since 2013 and has served as Vice President of Training for three years now. She loves promoting the continuing education in the field of Crime Analysis and Leadership. Donna loves helping FCIAA’s reach expand to new levels each year and hopes to continue this in her current term again as Vice President of Training.
Donna enjoys spending her time away from work and FCIAA with her wife, Kimberly and daughter, Sophia. They enjoy all things Disney, family road trips, and being amateur foodies.

My name is Kelly Morrow and I have been a member of FCIAA for approximately nine (9) years. I have previously served FCIAA on the Communications Committee and am excited to be serving my second term as your Secretary! As Secretary, I am also the FCIAA Communications Committee Chair.
I obtained my Bachelor of Arts degree in Criminology from the University of Florida (Go Gators!) and my Master of Science degree from the University of Central Florida. I grew up in South Florida but loved Orlando so much, I decided to stay permanently after grad school. I have been an Analyst since October 2010 and graduated from the FDLE Analyst Academy in 2012. I currently work for the Orange County Public Schools District Police as a Manager-Information Analysis.
Outside of work I spend the most time with my two rescue puppies and therefore covered in dog hair =)

Tommy Smith is the Technical Director (formerly Web Manager) for the FCIAA. In this assignment, he oversees and manages anything related to the FCIAA website, ShareServ, email accounts, communication method improvements, and all technological advancements for the Association. He is also the chair of the Certification Committee, where part of his tasks are designing, organizing, and helping to facilitate and instruct FCIAA CPA certification courses. As of November 2022, the Certification position has been upgraded/renamed to Director of Curriculum Developement.
Tommy is currently an Analyst Supervisor in the Criminal Intelligence & Analysis Unit at the Leon County Sheriff’s Office (LCSO) in Tallahassee, Florida. He has over 14 years of experience in law enforcement, over nine of which are in crime analysis. Prior to working with the LCSO, Tommy was a senior Crime Analyst with the Tallahassee Police Department.
Education-wise, Tommy has a Bachelor’s Degree in Criminal Justice/Forensic Science and a Master’s Degree in Homeland Security/Criminal Justice. He is currently pursuing a PhD in Criminal Justice at Liberty University. Further, he obtained his law enforcement analyst certification through the FDLE Law Enforcement Analyst Academy in 2015 and became an internationally-certified Geographic Profiling Analyst in early 2020.
